Main Changes to Local Plan 2030

Ashford Borough Council are preparing a new Local Plan to 2030. It is being prepared with the aim of ensuring that future development within Ashford is well planned and managed effectively whilst having a positive impact on local communities, the economy and the environment. The new Local Plan will provide a consistent approach to planning into the future across the whole of the borough. Once adopted, the Local Plan 2030 will form the statutory development plan. A draft of the Plan was formally published and made available for consultation during the summer of 2016.

Ashford Borough Council are now consulting upon a series of Proposed Main Changes to that Publication Draft of the Local Plan. These changes are intended to:

  • resolve issues that were raised during public consultation on the previous draft of the Plan;
  • meet the increased housing need requirements identified through an update of national population projections;
  • ensure that the Plan is up to date; and
  • make sure that it meets the requirements of current national planning policy and guidance.

It is considered appropriate to address these issues before the Local Plan 2030 is submitted to the Secretary of State to be examined by a Planning Inspector.

Have your Say

The Council is inviting you to have your say on these Proposed Main Changes to the Local Plan 2030 from Friday 7th July 2017. Comments must arrive no later than midnight on the 31st August 2017. In commenting on the Proposed Main Changes to the Local Plan the emphasis should be on whether the Local Plan, subject to the Proposed Main Changes, is legally compliant and that it is “sound”. Guidance notes to explain these terms and aid making comments on the Proposed Main Changes is provided below:

Please note that the consultation is limited to the opportunity to comment on the parts of the Local Plan that are subject to Proposed Main Changes (i.e. those parts that are shown as a change, deletion or new text).

The consultation does not offer the opportunity to repeat or raise further representations about other parts of the published Plan or seek wider changes, which are not relevant to a change.

Comments made during the previous consultation on the Local Plan in 2016 will however be taken forward alongside comments received during this consultation on the Proposed Main Changes to be considered by the Planning Inspector at the Examination of the Plan. Comments made previously do not therefore need to be repeated in this consultation.

As such, representations relating to parts of the Plan that are not subject to a Proposed Main Change will not be accepted.

Viewing the Proposed Main Changes

The documents relating to the Proposed Main Changes to the Publication Draft of the Ashford Local Plan 2030 can be viewed and commented on through this portal, or in hard copy at a number of locations around the borough. Details can be found in the Statement of Representation procedure below.

If required, hard copies of the Schedule of Proposed Main Changes can be purchased from Ashford Borough Council at a cost of £5 plus £3 post and package. Please note that copies will be printed on demand and therefore notice will be required before copies may be collected in person. Copies of representation forms and guidance notes will be printed free of charge and available to take away at exhibitions.

Parish Council’s and Community Forums and other community groups will receive a free hard copy and electronic copies at the start of the consultation period.

The Council would encourage you to submit your comments online through this portal. Making representations via this consultation portal is a simple process however you will need to be registered before you can submit your comments. The consultation starts with a Summary of the Significant ‘Main Changes’ and a menu tree on the right from which you can link to the changes relating to individual chapters/sections of the Plan.

A copy of the 2016 version of the Local Plan 2030 is available to download to enable cross referencing with the Part 1 Main Changes.

You can submit comments by clicking on the “Add comments” link that you will find at the bottom of each Main Change. This will in turn open a simple form where you can provide your response. This includes the option to upload a file (pdf, MS Word, etc) to support your submission. Once complete your response can be sent by simply clicking on the submit button at the bottom of the form.

If you require assistance in making representations there is guidance available. You may submit as many individual comments as required.

Sustainability Appraisal

The Proposed Main Changes to the Publication Draft of the Local Plan are supported by an addendum to the ‘Sustainability Appraisal’ that explains how the policies have evolved and the rationale for them. The Sustainability Appraisal is also subject to consultation and comments upon it should be directed towards this separate consultation.

Supporting Documents and Interactive Map

There is an extensive range of background documents, consultation feedback, an online map and technical studies which have been collated and published in the Local Plan Evidence Base. Please note that a number of these have been updated as part of this ‘Main Changes’ consultation.
