    1. There is unsufficient parking in the area and insufficient on site parking in relation to the number of occupants.

    2. The rooms and gross space available do not meet the Council’s minimum requirements for residential accommodation (it is our view that occupants of HMOs will require more space than the Council’s minimum requirements).
