Hubert Fountain gains II* listing

Hubert FountainThe Hubert Fountain in Victoria Park has had its designation upgraded to II* by Historic England.

The listing describes the fountain as “an ornamental cast iron fountain cast by the French foundry of the Val d’Osne, the largest art cast iron maker in France, first displayed at the 1862 International Exhibition in Kensington, then situated in the grounds of Olantigh Towers, Wye but moved to Victoria Park Ashford in 1912, is listed at Grade II* for the following principal reasons:

  • Design Quality: a monumental art cast iron fountain of three tiers with figures of cupids, atlantes and caryatids based on antique and classic models in the Ecole des Beaux Arts style, cast by a foundry which acquired a worldwide reputation for such fountains and described in the 1862 International Exhibition catalogue as ‘a fine monumental work’ and ‘of exquisite design and perfect form’;
  • Rarity: the finest of only three examples of listed cast iron ornamental fountains in England, one of only three surviving listed ornamental fountains in the country displayed at C19 International exhibitions, and the only listed ornamental fountain in England cast by a French foundry;
  • Comparators: comparable with the Ross Fountain in Edinburgh (listed Grade A), also exhibited at the 1862 Exhibition, the Hubert Fountain was considered in 1862 as the finer of the two fountains although the Ross Fountain now has stronger group value; Degree of survival: little altered.

Healthwatch Tour

Healthwatch are touring around Kent stopping in every district, giving you the opportunity to share your experiences of local health and social care services.  They will use your experience to help improve services for others.

They will be in Ashford on Sunday 12th June in High Street, outside 99p shop, 9am – 5pm

Visitors can learn about their current projects and free helpline and signposting service.

Chief Executive, Healthwatch Kent, Steve Inett says, “We’re hoping lots of people will stop and see us during our Tour. It’s all about letting people know who we are and what we can do for them. Tell us about the issues with your local services and we can help to improve them.”

Changing toilet facilities for shoppers

Toilets_iconWe can all appreciate using clean and pleasant toilet facilities when we are out and about, whether we are shopping in town or visiting a restaurant or café. That’s why Ashford Borough Council is working with local businesses to improve the provision of safe and hygienic public toilet facilities in the town centre.

The Community Toilet Scheme sees local businesses working in partnership with the council to open up their toilet facilities to the public free of charge. We’ve teamed up with town centre businesses including shops, cafes and restaurants to provide clean, safe and accessible toilets for Ashford shoppers, residents and visitors.

In exchange for opening their toilets for public use, businesses are paid a small annual fee. The amount granted depends on the level of facilities the business can offer. Those that can provide multiple male and female toilets, baby changing facilities and wheelchair accessible toilets will receive the highest grant.

The council will also provide each business in the scheme with a window sticker to display in their shop front. The stickers will indicate the business is participating in the scheme and specify the type of facilities available. There will also be a dedicated area on the council website providing details of participating businesses with links to their websites in due course and short term details will be displayed on the existing public toilet buildings.

The facilities in Vicarage Lane will close as the Community Toilet Scheme is introduced into the town centre. The New Rents toilets will remain open and will be included in the review of the new scheme in due course. Vandalism and antisocial behaviour is a major concern in these public toilets which results in unplanned closures and inconvenience to the public. The transition of phasing out the town centre toilets and joining the Community Toilet Scheme allows the public to have access to a variety of pleasant, clean, and safe toilets in the heart of the town centre.

The public toilet provisions currently close at 5pm, whereas businesses in the Community Toilet Scheme are able to keep their facilities open for longer.

Ashford is following in the footsteps of dozens of local authorities nationwide who have already successfully introduced the scheme into their towns including Maidstone Borough Council.

Visitors will be able to find out which toilets in Ashford town centre are in the scheme via the council website in due course and via notices on existing public toilet buildings in the short term.

Elwick Place construction to start in August

Elwick PlaceA staged construction programme has been issued for the Elwick Place development, as part of a submission to resolve conditions placed on the planning permission. It indicates that work will start on site in August with enabling works and construction of the car park. Work on the hotel is planned to start in October, construction of the cinema following shortly after. Completion is planned for March 2018.

ITL Finalists in 3 KEiBA Categories

ITLlogoSouth Ashford based, Integrated Technologies Ltd are finalists in three categories in the 2016 Kent Excellence in Business Awards, announced on Wednesday.

Kent Excellence in Business Awards (KEiBA) is an annual awards scheme staged and produced by Kent County Council and KM Media Group to recognise and reward excellence in Kent’s businesses.

The winners in the 15 KEiBA categories – such as Young Entrepreneur of the Year, Employer of the Year and Business Commitment to the Community Award – will be revealed at a ceremony at the Kent Showground in Detling next month. (more…)

ABC Enforcement Policy

ABC CrestAshford Borough Council has set out how it will take a robust, firm but fair stance to those who deliberately flout controls, or seek to deceive or defraud the council. The message is clear – the council will be targeting the minority who spoil things for the majority.

Last week (Thursday 12th May) the Cabinet endorsed taking a tougher stance on enforcement and compliance by approving an overall policy and a specific one which focuses on planning enforcement.

The council’s five year corporate plan includes a commitment to ensuring that enforcement powers are used effectively and to strengthening the approach to enforcement by taking a tougher line on compliance.

The Council’s Enforcement Policy sets out the council’s general approach where there is enforcement responsibility. It sets out the fair and proportionate approach the council will take but also makes it clear the seriousness with which it will pursue those who knowingly and deliberately flout controls, or seek to deceive or defraud the council.

Cabinet also endorsed The Local Enforcement Plan for Planning which relates specifically to planning enforcement and provides a user friendly guide on what constitutes a breach of control, how to report such a breach, the various remedies available to the council and the performance standards residents can expect the council to work to.

The council will follow Government advice which encourages councils to try to resolve issues by negotiation as this is very often the quickest and most effective way to resolve problems. However, the council will not hesitate to take formal legal action, where there is deliberate disregard for the proper observance of rules and regulations.

But where negotiation fails, or individuals deliberately or persistently ignore the rules and carry out development that seriously impacts on the wider community, then there should be no doubt that the council will take formal legal action whenever possible.

This is the first of a range of enforcement policies which will be brought before Cabinet in due course.

In parallel with this work the council’s website is being reviewed to provide a user friendly ‘report it’ function so members of the community can report issues quickly and easily.

KCC Active Travel Strategy Consultation

28.13 - (REV4) Active Travel Strategy Consultation A6 postcardKent County Council’s (KCC) Active Travel Strategy aims to make active travel an attractive and realistic choice for short journeys in Kent. By developing and promoting accessible, safer and well-planned active travel opportunities, this Strategy will help to establish Kent as a pioneering county for active travel.

Active Travel means walking or cycling as a means of transport in order to get to a particular destination such as work, the shops or to visit friends. It does not cover walking and cycling done purely for pleasure, for health reasons, or simply walking the dog. Active travel can be for complete journeys or parts of a journey.

More people travelling actively can lead to a range of positive outcomes. These include improved health, reduced traffic congestion, reduced pollution and financial savings.

Cycle Racing comes to Victoria Park

bc-logoYoung people can race in the glorious surroundings of Ashford’s Victoria Park on a tarmac circuit centred on the fantastic Hubert Fountain in the British Cycling Go-Ride Circuit Race promoted by Thanet Road Club. The event, on Sunday 12 June 2016, is for all Youth riders up to the age of 16, British Cycling especially encourage girls to race as they are under-represented in the sport.  All types of well-maintained bike are welcome – MTB, road, hybrid or town. The competition will comprise a One Lap Time Trial followed by mass start races.  Entry is £ 3.00 on the day only.

Sign on opens at 12:45 pm and racing from 2:00 pm to 4:00 pm

Kent Police will be Security Marking bikes from 1:00 pm to 3:00 pm

Council Tax Support Scheme consultation

ABC CrestAshford Borough Council are going to consult residents on proposed changes to their Council Tax Support Scheme.

The Council says that supporting the most vulnerable residents while encouraging those residents of working-age to return to work if they are able to do so – are the underlying principles behind the localised council tax support scheme in Ashford.

Ashford Borough Council was required to introduce a localised council tax support scheme in 2013 as part of the government’s wider welfare reforms. It has seen some people contribute towards their council tax bills for the first time.

After four years of very minimal change to its scheme, the proposals for the financial year beginning on 1st April 2017 are more wide-ranging and cabinet members last night approved a period of formal consultation from 6th June – 29th August to ask existing claimants and other interested stakeholders for their views on the revised scheme.

With public-serving organisations facing shortfalls in funding from central government, Ashford Borough Council has been asked by the major precepting authorities (such as Kent County Council and Kent Police) to consider revising the scheme so that the money available to fund the services provided by them, as well as those provided by the council itself, stretches further.
